After each fight, find out the best shooters and give them higher ranks to lead other people. With higher rank, the leaders will have the power to distribute supplies, which forces their soldiers listen to them. One more thing, remember to let everyone write down anything they have learnt through these fights. The vast majority of Army schools excluding basic training and most AITs allow cell phone use after training is over for the day. If he is going to WLC it may be more strict.
